Savic, a 21-year-old Montenegro international, is understood to be the centre-back identified by new manager Stale Solbakken to strengthen his side's leaky defence.
The former Partizan Belgrade stopper may be available on a season-long loan if City can sign another central defender.
Described by City as "one of the brightest young talents in European football", Savic has seven full caps, scoring twice.
Savic was Roberto Mancini's second summer signing when he penned a four-year deal last July but has had to wait for his chance behind Vincent Kompany, former Wolves man Joleon Lescott and Pablo Zabaleta. But there are obstacles in the way of Savic becoming a Wolves player.

And it is understood that tally may have to be trimmed before Solbakken can add to his squad.
As it stands, Steven Fletcher and Matt Jarvis will be returning to Wolves for pre-season training with no developments yet on the duo, who want to remain in the Premier League.
