The four-time County Merit winner and All-England finalist has signed his membership application form for the Fishes.
He will play for Newport in the premier league as well as in the Monday-night Wem League.
Farmer is one of Shropshire's most successful players ever, having also won the premier league on multiple occasions with St Georges before spending the 2010 season at Childs Ercall. He was also a key member of the all-conquering Shropshire team that won the Crosfield Cup in 2009.
"He's one of the best players in the county and the Midlands so you can't fault it as a deal for Newport," said over-joyed captain Wayne Lawrence.
"He's decided he wanted to make a change and we're delighted to welcome him on board."
Newport are also hoping to further strengthen, with Lawrence confirming that "one or two" more deals are in the pipeline.
"We're hoping to improve on our fifth-placed finish this year," he added.
