Negotiations for Johnson were resumed over the weekend, it has emerged, after Blues came down on their demands because of their financial position.
Wolves are armed with extra funds after the £1m sale to Portsmouth of Greg Halford, who signed a three-year deal yesterday.
Next on their hit-list is a left-back, although boss Mick McCarthy would like to bring in another central defender and they retain an interest in West Ham's Matthew Upson.
Jonathan Woodgate, who signed for Stoke yesterday, wanted £20,000-a-week plus £10,000-a-week appearance money, but Wolves declined the offer.
As for left-backs, Wolves have to weigh up whether to go toe-to-toe with Albion for Birmingham's £3m-rated Liam Ridgewell, or choose Hearts' Lee Wallace, who has a year left on his contract and would cost between £1m-1.5m.
Wolves this afternoon announced a £50 million expansion project including new training facilities, the relocation of a school, a new university complex and a housing development at their Compton Park base.
