The 24-year-old, who also works for a printing company in Bolton, has penned a one-year deal at the New Bucks Head after deciding to leave relegated Conference Premier club Altrincham.
And he insists his new club can avoid ending up in the same mess come the end of the season – backing Sinton to achieve consolidation in the top tier of non-League football.
"Andy's not looking at going up and just looking to survive," said Williams, who made 101 appearances for Altrincham and also won international honours with the Wales under-23 semi-pro side.
"He's one of the most positive people I've ever spoken to.
"He says we're looking to consolidate and then to push on over further seasons.
"Over the next few years he wants to really push on and get towards the top end of the Conference and go even higher.
"The opportunity to stay in the Conference was the biggest factor for me in deciding where I wanted to be," he added.
"I had a couple of other clubs in the Conference North showing interest and I had the chance to stay with Altrincham.
"But the vibes I got from Andy about Telford were good and it suits me well because I can stay part-time and don't have to make a decision about losing my job."
Williams started his career on the scholarship programme at Oswestry-based The New Saints and also had loan spells in the Welsh Premier League with Newtown and Caersws.
"It was a good grounding for me but I wasn't playing a lot of games," he said. "When I left TNS I got put in touch with Altrincham and went there for a trial.
"Everything seemed to go well and I've ended up being an ever-present. It's a big difference from what I was experiencing over in Wales."
