As expected, the top of the table showdown was finely balanced, but the Saints had twice led before being stunned by a couple of decisions early in the second period.
First Danny Holmes was red-carded on 50 minutes by referee Lee Evans for a professional foul on Les Davies, and from the resulting freekick Aeron Edwards was ruled to have handled in a goalmouth melee.
Boss Davies was unhappy with both decisions, insisting Holmes' tackle had been fair while the handball decision against Edwards in the melee was just as harsh.
"Once again we've been affected by another poor performance from the man in the middle," he said." Danny was disappointed to go as he got a touch to the ball, while the handball decision was just farcical.
"We weren't happy, but I was really pleased with the attitude of the lads who battled really hard and even with 10 men we were still looking to win the game.
"Having been down to 10 men, it was important we didn't lose and we've still got to play Bangor twice more this season so it is not the end of the world."
The result leaves TNS 10 points behind the Citizens, although they still have two games in hand on a night when several media outlets stated that the Saints had actually won the game 3-2.
