A four-year deal has been agreed with the 21-year-old Iceland international pending agreement on personal terms and a medical.
Sigurdarson will arrive in Wolverhampton after playing his final game for Lillestrom against Tromso on July 13. Breakthrough arrived when the complicated deal appeared to be in danger of stalling over Lillestrom's demands to keep the player for another three league games.
Lillestrom are third-bottom, the relegation play-off place, and want the 6ft 1in hitman to boost their survival bid in the second half of the campaign, which restarts on June 30.
And in a compromise, they have been granted their wish, believed to be at a cost to their insurance, covering Wolves if Sigurdarson is injured in the meantime.
Sigurdarson, who has scored 11 goals in 13 games this season, has been heavily scouted by Premier League clubs including Everton.
But new Wolves boss Stale Solbakken's role has been key in the transfer, his first since taking charge.
He said: "I'm very pleased that an agreement has been reached for us to sign Bjorn.
"He's an exciting young prospect who has the quality to help us achieve our aims both in the short and long term."
Chief executive Jez Moxey said: "Negotiations have been slightly more complex than usual due to the Norwegian League being halfway through the season, but following lengthy discussions we now have an agreement.
"Bjorn is a young and exciting striker and has been very keen to join us, particularly to work with our new manager Stale Solbakken."
Sigurdarson tweeted last week he was "mentally broken" after claiming he was being forced to stay.
And Lillestrom sports director Torgeir Bjarmann said: "It 'boiled' a little after the meeting we had last Thursday, but there was positive dialogue over the weekend."
"We wanted him to stay for as long as possible but, after Tromso, he will be Wolves player."
