Councillor Adrian Meredith said the cost of polling all eligible residents was estimated to be up to £12,000.
And Councillor Meredith today revealed the cost would be added to Newport Town Council's precept next year, with each household paying between £1.75 and £2 on top of their current bill.
Councillor Meredith wants a referendum to give townsfolk a say on plans for around 850 houses and two supermarkets .
The possibility will be discussed at next Wednesday's town council meeting.
But first Councillor Meredith wants reassurances that he is following the will of the residents.
He said: "It's a big thing and will cost the public money. It would take the same form as an election with polling stations which have to be manned and forms printed.
"I have to satisfy myself that the end justifies the means."

Councillor Meredith said several 'yes or no' questions could be asked to get a good feel of public opinion.
Four polling stations would be open from 4pm to 9pm across the town.
Councillor Meredith said that he thought it would be money well spent.
"The borough council would not be bound to the results of a referendum, but it would put them under a lot of pressure," he added.
