Mr Evans, from Dinas Mawddwy, near Machynlleth, and his co-driver Gareth Roberts, were unhurt, but were treated for shock following the crash. Mr Evans, from Dinas Mawddwy, near Machynlleth, and his co-driver Gareth Roberts, were unhurt, but were treated for shock following the crash.
It is believed Mr O'Donnell may have been trying to cross the road when he was struck by Mr Evans's car.
Mr Evans and Mr Roberts, of Carmarthen, were competing in the Ford Fiesta Sporting Trophy, an event they jointly lead.
They had won the previous round, near Builth Wells, at the beginning of June. A competition spokesman confirmed Mr Evans was driving the car involved.
He said: "The organisers of the Fiesta Sporting Trophy were shocked and saddened to hear of this tragic accident, which occurred during the Donegal Rally and our thoughts are with the family and friends of the spectator who died so tragically.
"The team concerned is co-operating fully with the rally organisers in their investigation."
The crash happened on Saturday at about 3pm.
One eyewitness said: "The teenager lunged from the side of the road so quickly he couldn't stop as he realised the car was coming towards him."
