The couple were on their way home after a holiday in Spain when the accident happened on the southbound carriageway of the A483 near its junction with the A541.
One horse died in the smash and another had to be put down.
Mrs Meyer's brother-in-law William, said: "The family are distraught and we are dealing with the consequences of this accident as best we can. We are all extremely upset and we are taking things one day at a time.
"We are wondering who the horses belonged to because they seem to be the cause of the accident."
Friends today paid tribute to former Llandiloes High School teacher Mrs Meyer, whose husband Stephen was secretary of the town's rotary club.
Mayor Fred Davies said: "We are all absolutely devastated after hearing the news. Our thoughts go out to her family. Valerie was very active on behalf of the rotary club, she used to attend all the events."
John Griffiths, president elect of the club, today said: "It is a horrible tragedy, it has shocked us all.
"They had just been on holiday to Spain and were on their way home, it is just a horrific thing to happen.
"In a small community like we are they are very respected and well liked."
