The Wolves defender, axed from the final 23-man party for Euro 2012 in what he labelled a "betrayal" by the veteran Italian coach, was accompanied by two members of the FAI staff before catching his flight home from the Irish training camp in Tuscany.
But although he was reported to have maintained his "dignity and composure" before saying his farewells, Foley told team-mates he will not be available for Irish duties while the former Italy coach remains manager.
He becomes the second Wolves player to run into dispute with his national team following Scotland coach Craig Levein's failure to broker a peace with striker Steven Fletcher.
Foley's departure was reported to have left the Irish squad reeling.
Villa's Richard Dunne said: "We're such a tight unit and we don't want to see anyone left out. It's unfortunate for Kevin but we have to move on and Kevin will support us as he always does."
