The board has been heavily criticised for splashing out £18m on the new Stan Cullis Stand and £6m on the training ground upgrade at Compton, while phase two of the £40m Molineux redevelopment has been put on hold.
Supporters have endured a miserable time this season at Molineux, where Wolves have lost a club record nine home games on the spin and conceded 43 goals, the latter statistic equalling Derby's Premier League record.
But despite suffering the drop, chief executive Moxey insisted it was imperative that the club maximise their loyal support by making Molineux an advantage for them in the long term.
"We're more than just a football team," said Moxey.
"We take our responsibilities as a club very seriously and we're building an infrastructure at Molineux for the benefit of supporters, and for the hope that the facilities will help us become a better team because Molineux hasn't been the greatest place for us.
"The whole point of the investment in the stadium is to bring the stands closer to the pitch and make it intimidating for visiting teams.
"So we have to balance the investment between players – which is considerable – the training ground and the stadium for the long-term benefit of the club."
