A mandate has been sent to players warning them not to wave their hands trying to get players booked or sent off.
But the issue has become a hot topic after Manchester City boss Roberto Mancini did the tactic in trying to get Wigan's Maynor Figueroa sent off in City's 1-0 win last night.
McCarthy said: "None of us should do it. It's something I don't like, but there's a cultural difference.
"It's never been part of our culture.
"But if you make a mistake, how about saying 'sorry, I shouldn't have done that'?
"Roberto is our country now. I'm sure if it's pointed out, he won't do it.
"It's a blip on what's been a magnificent career so far at Manchester City."
McCarthy revealed he fell out with the then QPR assistant manager Bruno Oliveira in the game in September.
"I had it against QPR and I took real offence to it and myself and Bruno are now friends," he said.
"The fact I said I'd break his fingers might have something to do with it!
"But was very apologetic afterwards."
Meanwhile, Kevin Foley, Roger Johnson, Matt Jarvis and Steven Fletcher will miss tomorrow's FA Cup third round replay for Wolves against Birmingham.
Foley has had an injection in his ankle that was recently operated on, while Johnson isn't risked because of his recent ankle injury and Jarvis suffered a hamstring injury in Saturday's 1-1 draw at Tottenham.
Fletcher has been rested and boss Mick McCarthy confirmed Kevin Doyle and Sylvan Ebanks-Blake will start up front in a 4-4-2 formation.
"I've got some enforced changes," admitted the boss.
