The Bucks started brightly with both Steven Leslie and Gerard Kinsella going close for the hosts in the first half.
Kinsella then rattled the crossbar from distance three minutes into the second half.
But Luton striker Jon Shaw should have put the visitors in front before the hour mark when he shot over from deep inside the box.
Hatters striker Andre Gray also forced two strong saves from Telford keeper Ryan Young but neither he nor his team mates could unlock the Bucks defence.
