First half goals from Aarran Racine and Reece Styche condemned AFC Telford to defeat in their first home game of the Blue Square Bet premier league season.
But they battled back in the second half and Nathan Rooney's goal on the hour set up a nervous finish.
Telford fell behind after just five minutes when Racine headed home from close range after Jamie Collins' had flicked a dangerous free-kick to the back post.
Ryan Young got a hand to it but could not keep out his powerful effort from close range.
The direct approach almost paid off again as James Norwood got behind his marker but could only guide the ball wide two minutes later.
Reece Styche should have made it 2-0 from another long ball into the box, but completely mis-timed his shot.
But he doubled the visitors' lead Telford five minutes before the break when his low drive deflected in off Chris Blackburn's foot from close range.
Andy Sinton replaced Jake Reid with Luke Hubbins at half time though and the former Birmingham man provided the cross for Rooney to reduce the deficit on the hour.
The goal brought Telford to life and Jones was denied from close range with four minutes left when Russell saved his effort, again from Hubbins' cross but Rovers survived. Just.
