The full-back, who played 90 minutes in the Bucks' 1-0 Shropshire Senior Cup semi-final win over Market Drayton Town on Saturday, is expected to become Telford's fourth signing of the summer.
With Jake Reid, Luke Hubbins and Michael Briscoe already having joined, the arrival of Roberts, who can also operate in midfield, will provide Bucks boss Andy Sinton with extra squad depth as his side prepare for their second season in the Blue Square Bet Premier league.
Roberts, 19, who was named Saints' Young Player of the Year last season, was brought to the Welsh Premier League side by Bucks assistant boss Mike Davies, who is backing the youngster to be a success at Telford.
"Tom has all but joined now from TNS," said Davies.
"Hopefully we can tie that one up in the next couple of days. The gaffer has been away so hopefully we can get that sorted when he is back.
"I signed him for TNS and he is a young lad with an awful lot to offer. He must have been nervous to come in to a Conference side and give 90 minutes but he did well."
The Bucks also fielded midfielders Darryl Knights and Mike McGrath as trialists while another, Charisma Agbonlahor, was an unused substitute.
McGrath has spent time at Kidderminster Harriers and Irish side Galway United while Knights was at Newport County last season.
Agbonlahor, brother of Aston Villa striker Gabby, was with Evo-Stik First Division South outfit Romulus. The trio are likely to play some part in the Bucks' trip to Stourbridge tomorrow.
Meanwhile, Davies admitted he was pleased to get a victory over Drayton courtesy of Nathan Rooney's goal.
"A win is a win and it was a competitive fixture, so it is pleasing in that respect," he added.
"Credit where credit is due, Drayton gave a very good performance."
