The trespasser was spotted near Wellington, on Thursday afternoon.
West Midlands Railway said a person trespassed onto the train line between Shrewsbury and Wolverhampton.
It tweeted:
Services in both directions were brought to a standstill for up to two hours as police investigated before Shrewsbury-bound trains were sent on their way at a reduced speed.
The line to Wolverhampton was then opened about half an hour later.
