More than 100 people from villages including Ashley and Loggerheads near Market Drayton packed into a meeting last night.
The proposals form part of Newcastle-under-Lyme Borough Council's plans for development up to 2026.
Residents were told more about plans, which include building 400 homes in the area, at a meeting at Ashley Memorial Hall.
Paula Adelburgh, who has lived in Loggerheads for 23 years, said: "The school is over-run with lots of kids, you have to wait two weeks to get a doctor's appointment and the bus service is rubbish."
Susie Edge, who has lived in Loggerheads for 38 years, said: "If you are bringing in homes, these problems need to be dealt with now."
Helen Beech, planning policy manager for Newcastle-under-Lyme Borough Council, said the scheme was at a very early stage and nothing had been decided.
Last night's meeting was one of nine being held in August and September.
