Residents in Market Drayton have been criticised after just one turned up for the town council's annual meeting – and did not ask any questions.
Councillors accused residents of failing to take the chance to quiz them despite criticising them all year round.
Town mayor Kath Brown said: "They always want to shout about things, but when we have this they don't come."
Councillor Roy Aldcroft said the council needed to do something about it.
