Mr Pugh had been a passenger in the car driven by Ben Powell, 17, of St Harmon. Mr Powell was taken to Bronglais Hospital in Aberystwyth with minor injuries but has since been discharged. Today Mr Pugh's parents paid tribute to their "very loving" son. "We are obviously absolutely devastated by the tragic loss of our son at such a young age and at such a poignant time of year. Mr Pugh had also been a member of Rhayader Young Farmers Club.
Ernie Husson, president of the club, said: "There was only one Max and he will be sadly missed in the community of Rhayader and district, especially in the Young Farmers movement.
"Members are completely shocked and distraught by what has happened.
"They were due to hold a carol service on Christmas Eve but it will now become the Nantgwyllt carol service at Nantgwyllt church in the Elan Valley and during that service prayers will be said for Max."
