Question for MEPs on foreign drivers

LETTER - I ask our MEPs for an answer to the following.
My niece was driving along the M61. In the car were three adults and a baby.
As she was passing a Polish registered truck it pulled out and hit her car sending it spinning across the motorway. Luckily the occupants received only cuts and bruises. The police checked that the Polish driver had the necessary documents, which allowed him to drive in this country. He did.
But the Polish haulage company was found not to be insured. Luckily my niece had comprehensive insurance.
On March 26 on BBC1 there was a programme called Motorway Cops - A Traffic Cops Special.
A Polish driver was responsible for a crash shown on that programme. A motorcyclist was airlifted to hospital and a car driver also went to hospital.
The Polish truck driver was charged with negligent driving but has not returned back to this country to be tried in court. So I ask our MEPs, why can't the drivers be brought back to face the courts in this country, and why can't the Polish haulage companies also be charged?
