Soft target approach to migrants

I suggest that this agency is focusing on "soft" targets, probably to help to fulfil deportation quotas.
A young friend of ours, who is particularly vulnerable, fell in love with an Iranian man via contact with his brother (a UK resident).
Persuaded by him to sponsor a "fiancŽ visa" to visit the UK for six months, she was horrified when, on arrival, he offered her a fake marriage to help him to stay.
After he assaulted her when she refused this, she withdrew her sponsorship and reported him.
We also offered evidence that he was breaking the terms of his visa by working.
Immigration stated that although they were interested, it would be at least six months before they would have the resources to act on this information.
This young man is currently in the UK, working illegally and making threats against our friend and against us for reporting him.
Immigration seems to have little interest.
Perhaps it is easier to focus on those of Councillor Davies's constituents who look like a soft touch?
