It was reported in the press that the European Union is proposing an EU wide set of harmonised anti-terrorism laws. However one of the EU definitions of terrorism is "seriously altering the political structure of a country".

However, it could be legitimate to want to plan to seriously alter the political structure of a country. A political party may suggest proportional voting, holding MPs to account for their actions, scrapping bureaucratic structures or even leaving the EU.

All of these will alter the political structure of the country, which then leads to the question of what is the European Union's definition of the word "serious".

Recently the Italian President Giorgio Napolitano told a news conference in Siena that "those who are anti-EU are terrorists" - that seems to clarify the context. Do not say you were not warned.
