Garage visit 'basic' Brit service

PC World only doing what is required by law, while not knowing the true meaning of customer service.On my weekly trip to Bridgnorth I stopped off at a garage on the way. I purchased a number of items and placed the basket on the counter.
I am then greeted by a shop assistant with a face which wasn't the happiest, but to be fair to her, could have launched a thousand ships.
She says: "Take your items out of the basket" and throws two items in one small bag and continues to pile the others up on the counter. I ask for a bag, to which one is tossed on the counter.
She then asks for the money and then can't be bothered to hand the change to me - she just pushes it across the counter.
The above has now become classic British customer service.
If this individual is unhappy in her job and is only able to offer a basic level of service then why does the shop not replace her with a self-service till?
