But he is confident that there will be a late surge from fans waiting to see how the team shapes up in pre-season.
"We're a little behind where we were last year but we've still got another month to go and we'll have another big push," he said.
"We're confident we will at least match last season's numbers.
"Each season ticket holder who hasn't renewed has either received or will receive a call from someone at the club personally.
"We know it's tough for people out there and the economy is really starting to bite.
"I'm sure some will wait and see how we shape up in pre-season and I know the club has a point to prove to many after last season."
Carter also insisted he appreciated the support the club was getting - insisting any drop in season ticket figures was no cause for alarm.
"To even get close to last year's total would be absolutely remarkable," he added. "It's tremendous support again."
