Leeds want to bring their former attacker back to Elland Road but it is understood they have not been able to agree a fee with Wolves, writes Tim Nash.
Championship rivals Barnsley are also keen on the 24-year-old but met the same resistance, with Wolves keen to get maximum value out of a player who has given good service and with his best years ahead of him.
Keogh is one of four or five players Wolves are prepared to sell to trim their squad.
Now Rovers want to re-unite the Ireland international with his partner-in-goals from Scunthorpe, Billy Sharp, the one-time Wolves target.
Wolverhampton-born Doncaster manager Sean O'Driscoll said: "To put Andy and Billy together again is something to consider. You talk to a lot of clubs about players without making a concrete offer and we've done that with Andy.
"It will all depend on what Andy's situation is with Wolves. He knows a lot of our players and he certainly interests us."
Sharp has spoken to Keogh about the possibility of the pair being reunited at the Keepmoat Stadium.
"Keogh's one of my good mates. He's mentioned it to me, he wants to play football like me and Doncaster are interested in him," said Sharp.
Meanwhile, Wolves were today waiting for a breakthrough in their bid to land Michael Mancienne. The club are ready to pay up to £4m for the 22-year-old Chelsea man, who has had successful loan spells at Molineux in each of the last two seasons.
