Magistrates said Joseph Harvey was a 'positive danger' to other road users.

Harvey, from Stirchley, was found at the wheel of his mother's car which he had taken without her consent.

He claimed he had borrowed the vehicle because he needed to visit the job centre and a tattooist, the court was told.

Harvey yesterday admitted driving his mother's car without consent, and having no licence and no insurance.

Banning Harvey from driving for 12 months, Chairman of the Bench Marie Wilkes said: "The law tells us we must have a licence to drive a car. You are not above the law. You are a positive danger. Shropshire is now safe for 12 months."

Katie Price, prosecuting, said the car was reported missing on April 19 and was found in the Red Oak car park at Telford Shopping Centre with Harvey at the wheel.

She added: "He confirmed he did not have permission and admitted he had no insurance and no licence. He admitted he should not have done it."

James Wade, for Harvey, said: "He said he has been stupid and it won't happen again."

Harvey had six points put on his licence and was told to pay a total of £215, including £110 for having no insurance, a £20 victim surcharge and £85 costs.
