Newport Town Council last night voted to engage with the public to create a parish plan to guide the direction of the town for the next 10 to 20 years.
It could include things such as the desired number of new houses, new play areas or safety issues.
Councillor Peter Scott said he backed the concept but he was concerned the project's focus could turn towards current and controversial development proposals to build about 1,100 houses and two supermarkets.
"I am hoping that this will be about what is happening in the future and not just now," Councillor Scott said.
