Outline plans for the scheme will go before Shropshire Council's south planning committee at a meeting at Ludlow Town Football Club's SBS Stadium on Tuesday.
A report to members states: "Ludlow Town Council supports the principle of the development but raised concerns regarding the impact on the existing Park and Ride facility and the provision of a pharmacy within the development and the potential impact on pharmacies in the town centre.
"Members also suggested that a pedestrian bridge walkway may be necessary over the A49."
