Waste centre opening times call

Having read the recent articles regarding the dumping of rubbish at the Hem, Shifnal, I can't help feeling the local council is partly to blame. I work from home and have a need to dispose of trade waste.
I contacted my local authority, which stated that it was unable to take trade waste and offered no advice or alternative. Even though my trade waste is now collected by Pink Skips, I still regularly use the Granville site for much of my household waste.
On my first visit this weekend, the site attendant was reluctant to let me empty my trailer as my permit only stated commercial vehicle and not trailer.
There was no wood recycling skip for me to dispose of my old fence panels so they, at the advice of the site attendant, went into the non-recycling waste. On my second visit, with the correct permit, the gate was closed.
The closing time of the site was 3.30pm but the gate was shut more than five minutes before this.
A large number of cars behind me were also turned away, so it was no surprise when I visited the site the next day and saw rubbish left in hedges along the road.
I assume the same happens at the Hem, as it is close to Halesfield recycling centre. Maybe longer opening hours, or even just opening until the stated times, would start to make a difference?
