People all over the country are shocked and outraged by this case.
Apparently, people local to Spindles Farm had reported concerns of cruelty to the RSPCA repeatedly over the past four years, yet no effective action was taken.
The British Horse Society (BHS) is calling for a public inquiry into what went wrong here.
The RSPCA is one of the largest charitable organisations in Britain. It receives huge sums in donations each year and yet it allowed a case where cruelty as obvious as this has gone on for as long as this.
RSPCA Superintendent Tim Wass said in the Daily Mail: "The owner was known to the RSPCA, and while we had concerns about his horses, conditions had been at a legally acceptable level during our last visits."
The all-new, all-dancing Animal Welfare Act passed recently is meant to follow the five freedoms which is followed by the RSPCA.
What a shame they are insisting that these conditions were being met at Spindles Farm.
