Incentives for those who recycle more is a good idea but unfortunately legislation covering local authorities does not allow it at present. Perhaps Nathan would like to try to persuade the national government to change the legislation.
In the meantime, councils need to increase recycling NOW before landfill sites run out and we are overrun with incinerators.
The alternate-week system is the best way of doing this and people do need to take this on board (as most have) and organise their lifestyle accordingly. It is a change for many but easy once it is practised.
Fly-tipping should be a separate issue and most people can take their large waste to a skip site free of charge or or ask the council to collect it. Many people travel further than the nearest skip site to dump such items in the countryside.
Much fly-tipped material is dumped by small builders or contractors who could leave at least some of it with the householder to dispose of at a skip site. Commercial or business people would be charged for skip site disposal. Even better, special skip sites should be made available for small businesses.
We also need fly-tipping investigators and punitive punishments. The British people, as a generalisation, are a dirty lot and need educating to be less unsociable.
