Where's extra funding gone?

On January 29 I received an e-mail from the chief executive of Telford & Wrekin Council. The communication was quite lengthy and contained the following paragraphs.

On January 29 I received an e-mail from the chief executive of Telford & Wrekin Council. The communication was quite lengthy and contained the following paragraphs.

"We have also worked closely with the Primary Care Trust in lobbying government for proper health funding.

"The Telford & Wrekin PCT has been one of the worst funded out of 304 PCTs. The PCT has now received higher than the NHS average over the three years (2005-08) of the current spending round, worth an additional £20 million in 2007/08".

If the council has successfully lobbied Government to achieve higher than average funding for the PRH and additionally achieved an extra £20 million for 2007/08 why are; The Friends being charged £25,000 rent per annum?

Staff having to pay for parking?

I am advised staff may have to pay for their own uniforms.

Just exactly where is all of this money going? Is it going to pay huge salaries of ineffective senior people or pay the bill for management consultants, who still have achieved very little, rather than put into the care of the residents and the pay packets of hard working staff?
