I discovered this when I received a notice of intended prosecution for travelling at 35mph in the 30mph zone, even though I am absolutely certain my speed never rose above 25mph until I approached the 60mph limit.
As for their guidelines, which the SCP often quotes, it's worth remembering that these guidelines are not statutory, which means they can place mobile traps anywhere in 30mph zones, even if a static camera is already present.
If your readers are not familiar with the actual law regarding the 30mph speed limit, the penalty is the same for speeding at 35mph as it for those caught travelling at speeds of 49mph, which makes no sense.
I was thinking about challenging my undeserved ticket as I had just purchased the car and was getting used to driving it, but I doubt if "familiarising myself with the vehicle and honing my driving skills" would work as a defence for anyone except the police.
Finally, it's worth mentioning that this is my first ever alleged offence in more than 30 years as a road user.
