The council is appointing stonemasons to create the memorial, which will go alongside a bench created by the British Ironwork Centre in Oswestry.

An investigation found that more than 60 families whose children were cremated at Emstrey Crematorium in Shrewsbury did not have any ashes returned.

Glen Perkins, founder of the Action for Ashes campaign group, welcomed the move and said they are hopeful the memorial will be placed in the Dingle in Shrewsbury's Quarry.

He said: "It look as though they have accepted a request for it to be sited in the Dingle which was a preference for one or two reasons.

"First it is not near the crematorium because that would not sit right in my opinion. A lot of parents do not want to go there any more.

"Another reason is it is the centre point of the town, it is a focal point for anyone who visits the town. People have heard about this case all around the world and once it is there then it provides a focal point to make people aware of what happened and to make sure it never happens again."

Mr Perkins' four-month-old daughter Olivia died from sudden infant death syndrome in 2007 and was cremated at Emstrey Crematorium.
