Laurence Rose, acting director of RSPB Cymru, said: "We are not convinced that the outright sale of the estate best serves the interests of the people of Wales or the site's legally protected wildlife and habitats.
"We believe these interests would be overwhelmingly best served by the Lake Vyrnwy Estate being cared for by passionate people."
He said the best outcome would be for the Assembly to take over the area.
"The Welsh Assembly Government is currently developing a Natural Environment Framework that supports bringing large ecosystem resources, such as clean water, under suitable management for the wider public good," he said.
"The Lake Vyrnwy Estate offers a perfect opportunity for the Welsh Assembly Government to put this theory into practice. "
