Do they only care about speed?

I was driving down Trench Road recently and noticed a police car parked among the cars for sale outside a garage.

As I drove past I noticed five cars parked on the pavement. One of the cars was completely blocking the pavement making it impossible for anyone pushing a pram, or a disabled person on a mobility scooter, to pass.

I wondered what the police car was doing there, then I thought "Catching speeding motorists. Yes OK, that's fair enough, but why not fine the offending cars?"
