Where will closure really end?

We now have to park outside the car park. When we parked there two weeks ago, we were told we were in the way and should not park there, and to use the car parks up the road.
These car parks are not for use unless attending the garden centre - I wonder where it will all end?
Apley car park is at present, temporarily closed. The closure is allegedly due to drug problems at night in the car park.
Surely a better way of dealing with such a problem would have been to have got the police to deal with it - not to close the car park, and in so doing, moving the problem on, instead of dealing with it at source.
Also, should not have all the many, many people who use the car park have been consulted or at least been notified of the intention to close it, so that they could have some say in the matter?
I believe in a democratic society where majority rules. But we have the few dictating to the many what is going to happen to their car park.
