How to avoid parking fines

Since the end of November, Shrewsbury alone has collected £60,390 from on-street parking fines, £27,330 more than all the other districts put together.
The motorist is blamed for the ills of the world but, if you want to raise some money, clip the motorist with 2p on the petrol, £10 on the licence etc.
The council will spend thousands on consultants initiating studies on inner-town congestion charges to make some more cash out of the motorist, no doubt. Surely all these parking fines must indicate that there is something amiss with parking facilities in the town?
A feasibility study on improving car parking to the benefit of the high street's highly taxed businesses and shops would be far more appropriate.
I seldom patronise the town these days, preferring 'out of town' with its excellent handy and free parking.
