Wolves today came under fire amid claims health and safety was being used as a "convenient excuse" for scrapping a city centre promotion parade.
Experts from the Institution of Occupational Safety and Health (IOSH) said it believed the club decided against a parade because of the time and effort required to plan it.
Wolves chief executive Jez Moxey announced on Tuesday there would be no parade to celebrate promotion to the Premiership because of concerns over litigation if people were hurt.
But John Holden, president elect of the IOSH, said: "Peterborough United and Burton Albion, both clubs with smaller resources than Wolves, were able to run with victory parades.
"The reality is that the decision has nothing to do with health and safety. It's a question of the time and effort required to plan it all."
Wolves spokesman Matt Grayson said: "We won't be swayed from making the right safety decisions for our supporters and the general public by opportunistic press releases from third parties."
