There was queuing and slow traffic for about three miles each side of temporary traffic lights south of West Felton near the Shotatton Crossroads.
Motorist Bob Mountford said he was stuck in the traffic for 20 minutes.
"Why have traffic lights on the A5 when there are not workers actually working on the site," he said.
"It is infuriating enough for people like myself and I am retired. But I do not know how commercial drivers deal with hold-ups like this or how businesses can operate."
