A small pinhole camera powered by batteries was discovered attached to a cash machine outside Morrisons in Market Drayton.
Security staff at the store in Maer Lane reported the incident to police on Monday after checking the machine.
The device was fixed to the top of one of the cashpoint screens.
It is now being forensically examined.
Richard Ewels, spokesman for West Mercia Police, said: "This discovery reinforces the need for everyone using a cashpoint machine to be alert and security conscious."
