Solution to flooding is simple

Questions arising from the recent severe flooding: why were are all the ditches between fields and road filled in, and why don't drains get cleaned regularly?

Questions arising from the recent severe flooding:

1. Why were are all the ditches between fields and road filled in?

2. Why don't drains get cleaned regularly?

3. Why can't a series of mini-dams/reservoirs be constructed along river courses which could remain open during "normal" times and closed off during "abnormal" times to collect the excessive rainwater?

This could be used for human consumption and/or bled into the river systems as and when required.

One might even generate electricity from them!

Answers to one and two: saves money for the council. Council taxes pay for civil servants' pensions. Three: it apparently hasn't been thought of yet.
