Proposal is doomed
For all its faults, England is a unique country. Invaders have conquered it, but neither Latin nor French are our mother tongue.

Mighty churchmen, monarchs and dictators have all tried to exert their will upon England - and failed.
Thus regional government for the North East was rejected in response to a government that tried to engineer public opinion. The inclusion of Telford in the West Midlands City Region is also doomed because the borough council is involved in a project that has less to do with serving people than with serving political goals.
