Officer investigated over alleged misuse of Police Federation funds
Two other officers and a retired officer have no case to answer, the IPCC said.
The Crown Prosecution Service has been asked to consider bringing charges against an officer over fraud allegations relating to the use of Police Federation of England and Wales funds.
Three serving police officers, two from the Metropolitan Police (MPS) and one from South Wales, and a retired Greater Manchester police officer, were arrested in March 2016 after the federation raised concerns.
An Independent Police Complaints Commission (IPCC) investigator concluded that an MPS officer has a case to answer for gross misconduct and made the referral.
The two officers and a retired officer have no case to answer.
IPCC deputy chairwoman Sarah Green said: “This has been a complex financial investigation and I have now decided to make a referral to the CPS as our investigation has found that there is an indication that one officer may have committed a criminal offence.
“I am now satisfied we have gathered all the available evidence and it is now for the Crown Prosecution Service to determine whether there is sufficient evidence to commence criminal proceedings.”
The IPCC was looking at an allegation of potential fraudulent activity relating to accounts held by the Police Federation, which represents rank-and-file officers.
It related to the transfer of around £1 million to a charitable account in August 2015, the organisation said.
