The incident happened outside Shrewsbury's Prostar Stadium on Saturday following the game which finished 1-0 to the away side.
Chief Inspector Martin Whitelegg, of West Mercia Police, today said: "A number of Shrewsbury Town supporters on the footpath threw rocks at Port Vale fans as they left the ground following the match.
"The away fans then retaliated by throwing the rocks back and there was a threat of large scale disorder breaking out. However, police officers separated the two groups from the ground before it could escalate.
"This is appalling behaviour and police will be taking the matter up with the relevant organisations."
