With former England under-21 goalkeeper Murray having been long-touted as a future international star, McCarthy is convinced that he could provide future competition for Foster.
Murray has been in fine form this season on his comeback from the injury nightmare which has seen him miss the majority of the last two seasons.
He will be hoping to help Wolves gain more points on their tough trip to high-flying Preston tomorrow as the bid the push towards the Championship play-offs
McCarthy said: "If players are playing in the Premier League week in week out, it's only right that they get first shout. Matt wants to play in the top flight and he wants that to be with us, but he first has to get his opportunity in the Premiership to fulfil this huge potential he has.
The manager added: "As the opinion of someone who works with him every day, looking at all the English keepers, Matt is one of the best."
Midfielder Kevin O'Connor, meanwhile, looks set to return to training next week after a lengthy spell in the treatment room with a hamstring injury.
The irishman started the season in impressive form, but was forced onto the sidelines after just a few games by an injury that he has struggled to shake off.
Physio Barry Holmes said O'Connor's wait to resume training could be finally coming to an end: "Kevin has been doing one to one training with me this week and then he'll go back into light training next week."
