A deal had already been agreed between the clubs and the 22-year-old, who found his opportunities limited toward the end of last season, has now finalised personal terms.
"It's a big club I've joined and I'm really pleased it's done," he said.
"I've been with Liam Watson for about four years now at Southport and Telford and feel ready for a new challenge."
