Developer lodges plans for 800 homes, primary school and new 'local centre' north of Telford

It forms part of plans for 2,700 new homes and employment land

A plan has been lodged for the first 800 homes of a proposed 2,700-dwelling scheme to the north of Telford.

Gladman Developments has submitted an outline plan for up to 800 dwellings, a mixed-use local centre and community hub, a primary school, and designed open space on the greenfield site southeast of Lubstree Park, Humber Lane, near Donnington and Muxton.

A public consultation exercise was held in Donnington earlier this year.

"The development forms part of the strategic allocation land northeast of Muxton in the emerging local plan," the developer's agents wrote.

"The land within the strategic allocation will deliver a new sustainable community of approximately 2,700 new homes, 5.6 hectares of employment land, two mixed local centres with mobility hub, active and sustainable travel network, public open and recreation space and two primary schools."

The Gladman section of the development site comprises two "undeveloped" fields totalling approximately 50 hectares. An area of land has been set aside for a two-form entry primary school.

One of the fields is currently fallow but has previously been used for arable crops.

In documents sent to planners at Telford & Wrekin Council (TWC) the developers said a strategic assessment of the transport impact has not yet been undertaken. The council is finalising the Telford Strategic Transport Model (TSTM).

"Gladman will engage further with TWC once the updated TSTM is available, on any further modelling required.

"Notwithstanding, the transport assessment demonstrates that the site will not result in a severe or unacceptable impact upon the operation or safety of the surrounding local highway network."

The agents added that the applicant has engaged with and informed key stakeholders, residents and local businesses in an "open and accessible way in order to identify key issues and views on the proposals in advance of the planning application being submitted”.

The agents concluded that the "principle of residential-led mixed-use development on the site is firmly established by the allocation”.

They added that the proposed development "constitutes sustainable development which accords with relevant local plan review policies, the adoption of which is imminent”.

A public consultation has been opened on the Telford & Wrekin Council planning portal (reference number TWC/2026/0495).
