Bosses of fire-struck Newport pub see halo lights plan refused - among this week's planning applications

The owners said the pub was in need of a "major makeover".

Bosses at a fire-struck pub have been told that having halo illuminated lights are not necessary.

The Barley, on the corner of Newport's High Street and Stafford Street, has been closed since a fire broke out in September last year.

Fire crews spent several hours tackling the blaze, but thankfully the pub was closed at the time and no one was on site.

In the aftermath, the owners said the pub was in need of a "major makeover".

Two months ago, Star Pubs and Bars submitted two separate applications to Telford & Wrekin Council - one for advertising consent, and the other for listed building consent.

The proposals included the installation of signs, a poster case, flood lights and lanterns, and changing the colour of the exterior of the building from cream and green to cream and navy. The scheme also included repainting black rainwater goods.

Documents stated the proposals had been developed to “improve the appearance, legibility and continued commercial viability of the premises while preserving the building's architectural and historic significance”.

However, Telford & Wrekin Council has only granted permission to install a poster case, two illuminated painted graphic advertisements, and two externally illuminated hanging advertisements.

The local authority felt that the proposed halo illumination and additional floodlights and lanterns are not necessary within the conservation area and would detract from the historic significance of the Grade II listed building.

Therefore, the council only granted split advertisement consent. It also refused listing building consent, which also took into account the paint proposal.

During the assessment of the application, planning officers felt the original proposed colour (midnight) would appear overly dark and prominent within the street scene, and a lighter shade would be more appropriate.

Following discussions, a new colour was agreed in writing by the applicant. In addition, the proposed painting of the rainwater goods in black was also considered acceptable.

"On balance, the application of the navy blue colour would not cause harm to the character or appearance of the listed building or the wider conservation area, as there are various listed buildings within the immediate street scene who have applied various colour treatments to their elevations with consent," reads the decision notice.

A blue colour was also originally proposed for the modern flat roofed extension and to the courtyard walls.

Officers felt that to be overpowering, so the applicant agreed to change it to ivory. However, the council said that no updated elevation drawing (or visual mock-ups) clearly identifying the precise extend and location of the proposed paint treatment were submitted prior to a decision.
