The top boss at Telford & Wrekin Council earns 11 times more than the lowest paid earner.
A report to Thursday's full council meeting says new managing director Richard Partington earns £137,000 a year, compared to the lowest graded full-time post of £12,312.
The Hutton review of public sector pay in 2010 sought to ensure no worker could earn more than 20 times that of the lowest rate.
The report forms Telford & Wrekin's first pay policy statement, which it now has to produce under the Localism Act 2011.
It also outlines the pay of other senior managers, how the council decides its pay structure and who is responsible for applying the policy.
The report says: "The purpose of the statement is to provide transparency about the council's approach to setting the pay of its employees.
"With regard to the equal pay requirements contained within the Equality Act, the council is taking steps to ensure there is no pay discrimination within its pay structures and that all pay differentials can be objectively justified.
"The council uses the nationally negotiated pay spine as the basis for its local grading structure.
"This determines the salaries of the large majority of the non school based workforce.
"There have been no increases in the national pay spine since April 2009."
Telford & Wrekin is in the process of restructuring its senior management, which will see the number of management posts more than halved from 28 down to 13 since 2009.
